Sen. Evan Bayh (D-IN) told CBS's Bob Scheiffer today that he might not vote with Democrats to move a health care reform bill forward, saying his vote would depend on if the bill is "fiscally responsible."
"Some people argue that we should vote to go forward on a bill even if we don't like it," he said. "As we get further along in this, I view procedure and substance as being largely one and the same. I'd like to move forward, but some of that's going to depend on is it fiscally responsible."
For other moderates who've said they might filibuster a bill -- such as Sens. Joe Lieberman (D-CT) and Olympia Snowe (R-ME) -- the public option is the sticking point.
But Bayh wouldn't go that far.
"Some of my colleagues are a little more focused on that than I am," he said. He, on the other hand, is more concerned that the states have "flexibility" when it comes to a public option.
On the opt-out in the Senate bill, he said, "I do think there's flexibility there now to allow states to consider their own specific circumstances."
But he added that it might not be enough.

Perhaps that wouldnt have been such a bad thing. Then we would have had Joe Biden's reliable liberal vote...along with the other liberals that were serving in Congress that are now serving in the administration. You cant harvest the best and the brightest and leave us with this crowd to legislate.

I think that Bayh will be pleasantly surprised. The bill will get a good CBO score.

It won't matter. His wife is a well-paid member of the board of Wellpoint - a health benefit company based in Indiana. Despite the hard economic times for my state, Wellpoint has managed to put up a profit of $730 million dollars in Q3. Bayh is bought and paid for. If he does the right thing on this issue, I will be beyond surprised.

What a diva.
Bayh is just feeling the waters to see if there is a group of "moderate" K-Street whores to form.
Snowe-Lieberman-Bayh-...?

Fiscally responsible my butt. He just got Reid to lop $20 billion off the tax on medical device makers at a time when they are awash in profits. He was all smiles for a day, and now he's back to saying he may filibuster. My vote is to let these Conservadems kill the bill. They can explain their thinking to the voters. We'll come back with a better Congress and do this thing right.

Except that we won't come back with a better Congress. If HCR is killed, I guarantee, the Dems will lose seats. I think Reid's opt-out is the absolute best we can expect from this Senate. Get that passed and we have a fighting shot to increase the Dem seats in the senate, as there are several open/vulnerable GOP seats up in 2010, and fewer Dem seats in that position, with Reid's being one of those most at risk. Get more seats in 2010 and we can bolster HCR and get rid of Liebersmuck for once and all.

This is why I think the Lieberman threat is important. It's not Lieberman per se. It's because the old saying goes in the Senate, that if you have two willing to fillibuster, it's usually 6.

Sounds more to me like he's setting himself up an excuse to vote for it. Everybody knows how the CBO's scoring is going to come out.

That's what I am thinking too. The issue of this bill will NOT be how it affects the deficit.

Bayh is a hard ass but he's not a tool like LoserMan. In the end, he'll vote for the bill w/ an opt-out plan.

Like others have said before me, Bayh will cave once the CBO score comes in. He just wants to look mavericky.

from here in indiana, it looks like the state turning blue was
just a hic-up. it will take somebody's man mitch to exit the governor's mansion when his 2 terms max out and a decisive win
for the dems in the state in 2010 for bayh to stick his finger
up to see which way the wind is blowing. he has name recognition
and is just conservative enough for the farmers down state who remember his daddy to keep voting him into any office he runs for. meanwhile he is a dino for sure, until he isn't. another liebermann who just wants to stay in washington at any price.

He's wife, Susan, sits on the board of Wellpoint. She was paid $335,000 last year to sit on their board. They own a substantial amount of stock in Wellpoint as well.
