
The House Judiciary Committee of Hawaii is considering a measure that would allow government officials to ignore information requests from people who don't believe President Obama was born in the United States (and thus not eligible to be president).
The bill, introduced yesterday, would allow the state's Office of Information Practices to label a birther a "vexatious requester" and limit his or her access to official state records for two years.
According to Lorrin Kim, head of the Hawaii Department of Health's Office of Planning, Policy and Program Development, though Obama's Hawaii birth certificate has been made public, the office still receives 10 to 20 requests each week from people looking for information to prove the president is not a U.S. citizen, the AP reports.
State Rep. Cynthia Thielen (R) expressed some reservations about the bill, according to the the AP:
Do we really want to be known internationally as the legislature that blocked any inquiries into where President Obama was born? When people want to get more information, the way to fuel that fire is to say, 'We're now going to draw down a veil of secrecy.
Hawaii's not the only state looking to deal with the seemingly relentless birther movement. An Arizona House Committee recently approved a measure that would require presidential candidates to submit birth documentation before appearing on the state's ballot. This would include President Obama, should he run again in 2012.

No. The Judiciary Committee did that as a means to require further discussion on the issue. The bill now goes to the House Finance Committee, and from there to the House floor. The House will probably keep the 2050 date to force a conference with the Senate, whereupon the measure will be amended in its final form to read "take effect upon approval."
That is not an uncommon tactic for any state legislature to do when they want to move a bill along but require further deliberation. It simply compels the next committee to take up the matter, rather than just waive it to the floor for a Third Reading vote.

A distinction without a difference; similar to referring to a "driver's license" instead of a "motor vehicle operators permit".
Just took mine out of the family bible. It says "Certificate of Live Birth". It is the copy sent me by the Bureau of Vital Statistics. It was good enough to get my driver's license, enlist in the Army, obtain a "Secret" security clearance, and, oh, a US Passport.
Birthers are an embarrassment to themselves and their party. Why not just admit it: You don't like a "darky" in the White House! Not a hair was ruffled when the GOP nominated McCain, A MAN BORN IN A FOREIGN COUNTRY (not on a military base, as some wrongly assert).

Sorry to be a pedant about this, but this TPM post subtly distorts the AP report it cites in precisely the manner that the birthers complain (somewhat rightly) about.

AP says: "Hawaii Health Director Dr. Chiyome Fukino issued statements last year and in October 2008 saying that she's seen vital records that prove Obama is a natural-born American citizen. // But the state still gets between 10 and 20 e-mails seeking verification of Obama's birth each week, most of them from outside Hawaii, Kim said Tuesday. // A few of these requesters continue to pepper the Health Department with the same letters seeking the same information, even after they're told state law bars release of a certified birth certificate to anyone who does not have a tangible interest. Responding wastes time and money, Kim said."
In other words: AP confirms the (true) birther claim that the birth certificate has not been released and explains why it has not been released. Obama's claim to citizenship is based on the testimony of someone who's seen the records (and the famous "certificate of live birth") not the publication of the birth certificate itself. Jillian seems simply not quite to understand the issue. There is no need to release the birth certificate, of course. But that's not tantamount to its having been released.

Thomas, the state is not able to release the document, but the President is, which he has. he has posted an image of it on-line for all to see. He has made it available to be inspected by the press.

Everyone who knows something about the controversy knows that birthers know about the document you mention. It's just not, the birthers rightly say, his "birth certificate". It's good enough for you and me. But that doesn't make it the document they seem to be requesting 10 or 20 times a day. They have no "tangible interest" in that document.
I'm satisfied with the evidence for Obama's birth credentials and never really worried too much about it. What interests me is that we seem to be unable to dismiss the birthers without distorting the issue. Maybe that's just a limitation of journalism.

I am a U.S. citizen, born to an American Mother around the same time as the Pres... I got a US passport years ago with no questions asked despite never having lived in the US... My kids aren't Americans (and rightly so) but I AM A NATURALLY BORN AMERICAN - and so is the President!

there are two and only two classes of citizenship, natural born (i.e. citizenship as a birthright) and naturalized (citizenship acquired after birth).

The President was born in Hawaii and as such, he is a natural born citizen. The status of his parents has o bearing on the issue.

That law assumes the parent in question is older than 21 !!! If the parent is younger than that and is an American citizen then their child IS a Natural Born American BECAUSE of this law. This means that the statute was enacted in 1982 laws, chapter 182, section 1.

The rule of living for at least four (or as you say five) years after your 16th birthday (I think it's you 14th birthday) applies to people who leave the country and stay away. Her age has nothibg to do with it and is classic right-wing red herring. She did NOT live out of the country until much later in life. The fact that she travelled or mght have had a baby while travelling does not indicate that she was no longer a permanent resident of the US. How can you sleep at night or maybe you're just disingenuous. If not then you are a good argument for the risks of the Internet...

We could argue this until the end of time, but it simply doesn't matter; President Obama could go on national TV and announce "My REAL father was Fidel Castro and I was born in a thatched hut in Kenya and snuck into Hawaii via a Russian submarine!" AND IT JUST WOULDN'T MATTER!!! He is the POTUS, and the only Constitutional way to remove him is by impeachment for "high crimes and misdemeanors" which he hasn't committed and a Democratically-controlled Congress is highly unlikely to impeach him. But the good news is...
Birthers are wasting a lot of time, energy and money (and public goodwill) pursuing this idiotic claim. Time and money they might otherwise spend organizing, registering voters and raising money. So let them keep at it. Hell, ENCOURAGE them!

I live in Hawaii and sympathize for the poor bureaucrats who have to put up with birther badgering, but there are at least three problems with this:
Government in Hawaii already has a reputation for not being transparent, so any law to curtail public information requests is not welcome.
The legislature has an image for wasting time on trivial bills during massive economic and educational crises.This looks like one.
The legislature is completely dominated by Democrats, so it will be interpreted as a partisan cover-up by the right.
