
In a new ad supporting Republican Tim Burns, who's running for the seat vacated by the late Rep. Jack Murtha (D-PA), the group RightChange.com depicts an animated Nancy Pelosi as a cross between Frankenstein's monster and Godzilla.
Obama and Harry Reid play the roles of mad scientists. As they flip switches for bailouts and taxes, Pelosi is zapped and grows to terrifying size. Then she stomps on a factory, a home and goes berserk on a suburban street. The only thing that can stop her? Laser-like beams fired from Tim Burns campaign pins. According to the YouTube page, the ad begins airing today.

That was Obama's voice saying under his plan, electricity prices would skyrocket. Can we get past the undeniably impressive animation and ask the obvious --- did he really say that, or are they sticking separate quotes together and lying about what he really said?

I found the quote, and the ad took out part of it. It ran around the conservative blogosphere where supposedly Obama admitted cap and trade would cause electricity prices to skyrocket. http://hotair.com/archives/2008/11/02/obama-ill-make-energy-prices-skyrocket/
However, it mentions being asked about it earlier, which is not in the audio clip conservatives were sending around, and it sounds like the skyrocketing costs were in the premise of the question, not what he was being asked.

As I recall, the full response is that prices would skyrocket without offsets. This qoute was used (and debunked) extensively as part of the whole cap and trade will cost everyone thousands falsehood, based on a study that assumed no offsets and was based on a different proposal than what passed. It is a 2 year old quote at this point, on a dead issue as far as the House is concerned, but for the desperate for anything bad on Obama faction of the GOP still a useful dogwhistle.
